Final NC forms will not be ready until 2/27/19? Is this a Lacerte delay or NCDOR?

Yes. 

If you want a more specific answer you would do best to look at NCDOR website to see if they are the culprit. Generally, Lacerte does lag by only a few days to a week, but this year has put a great more stress on them, so only they know the real answer. 

Intuit has this wonderful link https://accountants-community.intuit.com/browse/state-ef_atlas but the links seem to be busted, so I can't help.

Must be Lacerte!  People using other software have been filing NC returns for a while now! I'm waiting too!
