E-File acknowedged but IRS has no record of filing

2019 E-File was acknowledged and a submission ID issued on 3/16/20.

IRS Account Transcript for tax year 2019 shows No Tax Return Filed as of 7/9/20.

Client has a refund due.

The state tax return was also submitted and acknowledged on 3/16/20 and the refund from the state received without incident.

Should I continue to wait or should I go ahead and file a paper return?

I have not been able to get through to IRS by phone.

Any advice?

Transcripts are taking a long time to update due to COVID.

Just because not transcript is available, doesnt mean that IRS doesnt have the return.
