15 yr old Co resident with $3,000 of capital gain is being charged alt min in Co.  Is this right?

Probably. You have all the figures and you should be able to go to forms view for CO and look at what is generated. When in doubt, look at the instructions for the particular form. There should be a link to them in the forms view for each form.
