Can you split foreign earned income, to qualify for a Roth Ira contribution?

Taxpayer qualifies for a foreign income exclusion,  If he takes the full exclusion he will not qualify to make a Roth Ira contribution.  Can we only exclude a portion of his income in order for him to have enough earned income to make him eligible to make a Roth Ira contribution?
