Not available for 2018, was not extended for federal.

You might want to look into amending the open year returns for the annual repayment.

I am assuming because it was requested it PS and Lacerte, that ITO would also allow the option. There is probably a box to check to put it back.
Fill out form 8948 and include it with the return.
If you click on the Analysis tab it says that it is to be included in a future release.

At the top of Form 2016 it reads "for use only by Armed Forces reservists, qualified performing artists, fee-based state or local government officials and employees with impairment-related work expenses) In other  words, trucking employees are SOL unless they live in a state that allows the expenses. 
If you are talking about employee business expenses, you don't unless the taxpayer lives in a state that allows them.
Not a problem at all, we all get lost every once in a while. Me especially.
