"unable to efile" is like saying "my car wont start"  you need to provide more details about whats happening when you try to Efile before anyone can make an educated guess as to what the problem is..
Fill out the 1099Q worksheet, theres a button at the bottom to input the "Other Student Qualified Education Expenses" that the funds were used for.

You need to make sure the EIN ta the top of the 1099G form matches the EIN at the very bottom of the form.  If this is a refund that wont be taxable because they didnt itemize in 2021, you can go to the Carryover Worksheet and just delete that refund amount.
@IntuitGabi  can you find any information on this rejection?
If you could include the full rejection message that might be helpful.   From the EFCenter, hit F12 and choose Rejected Returns and print that.
Im not sure we can EF any returns without an SSN/ITIN in the box.

You went to the educational expenses worksheet with the button at the bottom of the 1098T entry screen?  That should walk you through whether they qualify for the credit or not.
