OK, it finally all clicked in my head why it was taxing so much of the distribution!   It looks at the basis of original contributions and the value in the account at the end of the year and does the math for how much of that original basis can be used against this particular distribution. Sometimes I just need to let stuff marinade in my brain for a few days!

Im not familiar with RAFT, but if some organization gave them money and issued a 1099 for it, then they expect it to be taxable income, unless you can find something that says its excludable.

Oh if you were in California for 2022, they were refunding portions of the estimated tax penalty due to the extended due dates for payments. 
2020 and 2021 I know they were due to Covid, not sure about 2022 though.

I just spot checked a couple previously filed returns with multiple non-cash donations, they all seem fine, nothing changed with the update yesterday.
