OK, it finally all clicked in my head why it was taxing so much of the distribution! It looks at the basis of original contributions and the value in the account at the end of the year and does the math for how much of that original basis can be used against this particular distribution.

And when you enter it in the 1099g worksheet, enter it at the top of the form, entering it on the bottom where it shows the error, wont make it go away.
Im not familiar with RAFT, but if some organization gave them money and issued a 1099 for it, then they expect it to be taxable income, unless you can find something that says its excludable.
