Is the 2% healthcare premium deducted twice on the 1120S? Once as wages and also as an insurance deduction? How is it reported on the 1120s?

If only 1 payment is made at end of year for wages from S Corp, can 941 and or 940 be filed at year end. No wages or withholding are taken during the year.
