Im confused. If the non filers tool submitted an actual return, causing an efile unsubmittable due to a “return already being submitted”then WHY WAS AN EXTENSION ACCEPTED???

Maybe someone needed to request an extension for purposes of filing a stand-alone Form 5329 or Schedule H.
More likely, IRS didn't anticipate so many greedy people would claim to be nonfilers so they could collect $1,200, then come back and admit they have to file. Just because the extension is accepted, doesn't mean they can avoid the extra scrutiny of a paper return.

Whose tool? The IRS tool was only a portal. TurboTax, H&R and Tax Act would have filed a basic return, though.
