After repeatedly checking the DOR webpage for an update - there's a yellow banner at the top advising taxpayers to wait for further guidance before filing returns with unemployment benefits - I used the practitioner email service and asked for clarification.  I received the following reply:

"Taxpayers that haven’t filed their returns yet can claim the unemployment exemption on their original return using the instructions from the IRS. The exemption will flow through to the Oregon return. Many software providers have already updated their software, but taxpayers should check with their software provider to be sure.

For taxpayers that need to amend their return, the IRS is still determining how that will happen and we have a team working on our plans as well. As soon as we have something finalized we’ll let everyone know."

I kinda wanted to tell them "Website announcements matter" , but figured it wouldn't help my DOR karma account.
