PTO cannot be used to prepare payroll tax returns.  You'd need QBOA, which is accessible free for charge, for that.

There's no subscription charge for PTO, only pay-per-return fees, which are all inclusive.  In other words, you don't pay extra for e-filing, extensions, use of the client portal, etc.
