The 2018 Massachusetts Individual software is not calculating the Healthcare Penalty on the Schedule HC Worksheet. It's apparent that lines 1 and 3 at the bottom of the form are not being populated into the the calculated fields. This individual had $41,040 of income, is 36 years old and had no other reason to not have a penalty determination

 Can anyone please advise (since Tech Support couldn't resolve it)? The return is setup for Efile - just in case that's a considered scenario...
