This is a 1040 for an individual that is under court appointed guardianship. According to wording in the regulations, these guardianship expenses are a deductible item for the individual even in 2018.

Misc expenses subject to the 2% of AGI reduction are not deductible in 2018. The Regulations have probably not been updated.
