I am preparing an individual return for a Washington state resident for years 2016, 2017 and 2018. He is a truck driver who received a 1099 from a company in Illinois. The IL ST return shows $0.00. Is there no state return that needs to be filed for either Washington or Illinois?

WA has no state income tax.
If the guy was in Illinois working, there may be an IL return that needs to be filed.....you say that IL shows 0, but did you allocate the IL income using the state allocation worksheet at the bottom of the federal information worksheet?
