FBAR is listed under the primary taxpayer's name, but I need to report one account under the primary taxpayer's name and one account under his wife's name. I cannot open two FBAR forms in this joint return. Any thoughts?

The program can't do two FBARs in one file.
I "save as" the file so you have two files, and then switch the spouses. Then ONLY use the second file to file the spouse's FBAR (I name the second file something like "FBARspouse")
