I am trying to determine if the amount indicated as (D) on the W-2 constitutes as an amount that goes on the IRA summary as contributions to an IRA or not which will bring down the tax owed, or is this not considered an IRA?

D= elective deferral.  It's reflected in the difference between Box 1 & 3.

You only enter the W2 as its shown, you don't enter those figures anywhere else on the return.
