Lacerte is not currently allowing this for e-file. Maybe they will get it fixed. No moving expense for CA, since they allow moving IN only. Not sure about NY. 

You could manually prepare the 3903 and make a pdf attachment.  The input for NY would be somewhere in Screen 51, if allowed.
