I resolved my own question.  I must say he error description does little to help the user understand they have check the E-filing of a tax return that was not created. Specifically I am filing a DC-30 return to report a non-resident ownership of rental property.  The normal Diagnostics has a warning error that a return that can be E-filed is not, so I had checked Dist of Columbia Efile botton. This then causes the ATEExeptionMessage. I suspect this issue occurred now, since Lacerte only began E-filing the DC-30 for this tax season.
