The client then fails to import, there are over 100 such clients. I saw the KB article on invalid characters, not sure that is the issue here. Troubleshooting tips for this?

Backup the clients. Unlock. Try again. Maybe just a few as a test

There are a couple of troubleshooting items listed in the following article that may also help you with this issue.  For example, if you have a state listed in the 2017 client file, is that state also present in your 2018 program.
